  Under Chapter VIII of the revised United Nations (UN) Charter, it is proposed that an International Space Council will be formed to coordinate the construction of advanced space stations, cost effective launch vehicles and the Mars Project.  
  Staged Evolution of Permanent Habitation of Space  
  In order to ensure the successful and sustainable habitation of space, the International Space Council will be responsible for three major projects before the Mars Project is underway:  
  (1) development of low cost launch vehicles (such as the rotorocket);  
  (2) development of the Atlas SpaceStation  
  (3) development of the Helios SpaceStation
